you're right with saying that most networks customize their servers, but beside the big networks there are a couple of 'private' networks where only minor modifications are needed/wanted. Mostly in form of modules, which is still possible. There are a handful of other IRC servers included in debian, where the same applies. It seems that there is a userbase.
