Hi Sam, I am writing to you because of your ITP for umtsmon. I have found an updated package at http://debian.die-welt.net/umtsmon/ Maybe you want to talk to the guy about working together on packaging? It also seems there are non-free parts in umtsmon that would need to be taken out before bringing this package into debian.
While I am not a DD, I do have a sponsor for a few other packages. Maybe the three of us can try and come up with a decent package and I'd be happy to pass it off to my sponsor.
