You are right. I have now edited the tag lists at <http://debtags.alioth.debian.org/edit.html?pkg=elinks> and <http://debtags.alioth.debian.org/edit.html?pkg=elinks-lite> (JavaScript required). Apparently there is a manual check involved, but eventually the changes should propagate to the Packages file.
