Edouard, I am offering some help with apt-cacher. As a recent refugee from apt-proxy (which I cannot get to be stable!), I find apt-cacher much easier to comprehend.
I am not a DD, so if you are happy to sponsor uploads, I can help. I am certainly not an expert in perl, but in the first instance, there are bugs with patches that need addressing.
