I splitted the original xdvipdfmx into xdvipdfmx (almost binary only) and xdvipdfmx-data (CMaps and config files) temporarily and (my) xdvipdfmx depends on dvipdfmx | xdvipdfmx-data so one can test two environment, xdvipdfmx + dvipdfmx (your suggestion) and xdvipdfmx + xdvipdfmx-data (=the original xdvipdfmx).
