I have just one interest in that package : it is used by sgf2dg. I do not use the module myself. If you know that libpdf-report-perl is better, tell me : I will add a pointer to this package in the description of mine. The description I use for libpdf-create-perl is the one found in the upstream package. So I am not able to make any comment about it.
