I discussed with postgresql maintainer some issues related to all files required by postgis in order to compile cleanly. postgresql-dev was changed in order to provide some of those files.
If you solved all these problems and you have a package ready for uploading then I will leave you the ITP. I would like to have a look at your package to understand how you did it. Thanks, Giuseppe
