I can't speak for mapserver as it exists today, I've since been focussing on more promising options for my needs, but as it was the last time I looked at it, the problem is not finding an uploader, rather with finding someone who'll take the time with upstream to turn a rather successful hack into something resembling a policy compliant library, set of language bindings, and utilities.
