I don't know anything about packaging fonts, but I guess you could take one of the existing truetype font packages and use them as a starting point, this is certainly easier than starting from scratch. Once you have a package ready, you best announce it on the debian-mentors@lists.debian.org mailing list (add 'RFS' to the subject of your email - a 'Request for Sponsorship') and if somebody wants to look at your package.
