IRAF 2.11 was packaged by Zed Pobre, who has agreed to sponsor an upload of 2.12. It still exists in stable, but was removed from testing. See http://lists.debian.org/debian-devel/1998/debian-devel-199802/msg01199.html for more on the license. 2.12 is the same deal, except it includes some stuff under a more restrictive license, which I'll deal with after packaging.
