Description : Supporting proc-macro for the p9 crate

A procedural macro that derives the 9P wire format encoding for a struct, by
recursively calling WireFormat::encode or WireFormat::decode on its fields.
It exists solely to support the p9 crate, for which I am filing a separate
ITP.

I need both to package crosvm (#1026126). With the feature set
qcow, balloon, net, usb, audio, crosvm pulls in 107 crates from crates.io, of
which 105 are already in Debian; p9 and p9_wire_format_derive are the only
two missing. My own motivation is a crosvm backend for syzkaller, so that
Linux kernel fuzzing can run under crosvm as well as QEMU.

This package will be maintained within the Debian Rust team, in
debcargo-conf. Its build dependencies (proc-macro2, quote, syn 2) are all
already in Debian, so it builds today. rust-p9 build-depends on it, so this
one needs to be uploaded first.

I am not a Debian Developer, so I will need a sponsor.

Thanks,
Yunseong Kim
