Yep, I'm aware of that. That's the whole reason I decided to package android-udev-rules in the first place. See <https://bugs.debian.org/1057404>.
Can I "safely" Depends on your package to be sure the file is updated regularly? Otherwise we would have to either "Conflict" or use the system of "alternatives".
I've currently set "Conflicts", but it's temporary. As soon as the package clears NEW, I'll prepare an upload for both android-udev-rules and android-platform-tools-common to replace Conflicts with Breaks+Replaces on the former and add Depends to the latter.
BTW, can I suggest you to add a script like the existing "update-pciids" from bin:pciutils package. You could name it "update-android-udev-rules" for example.
Thanks for the suggestion! I'll look into it. In any case, though, I think this is something that should be addressed/suggested upstream.
