It is also a framework for constraint integer programming and branch-cut-and-price. It allows for total control of the solution process and the access of detailed information down to the guts of the solver. SCIP was recently relicensed as free software (Apache 2.0) so it makes sense to include it in Debian.
I plan on packaging SCIP for Debian under the auspices of the Debian Math Team.
