This software originates from the old archive found at
http://tcts.fpms.ac.be/synthesis/mbrola/tts/English/fs.a10m.tar.gz.
It contains English text to phoneme converter and pronunciation dictionary
that being used along with mbrola speech synthesizer
can provide full TTS functionality for English language.

The mbrola package description in fact mentions freephone as a
preprocessor along with cicero and espeak, but freephone itself is a
part of this package. Thus, I think, it would be reasonable to have it
in Debian as well.
