since 2012:

* Bug reports remain unanswered.
* Upstream releases are ignored.

The current release is available at
https://sourceforge.net/projects/sispmctl/files/sispmctl/sispmctl-4.9/

For repackaging you could use
https://github.com/xypron/sispmctl/tree/debian/debian
as a starting point.
