As noted in a mail to debian-python [1], the tiledb-py package is creating a few issues I do not currently have time to work through. I will continue to look after the tiledb package, and after the R bindings in package tiledb-r. If someone can devote some time to this package, I would be delighted to help. I have some packaging experience, and I know (and work at) TileDB, but I am just not that familiar with Python packaging tricks.
