MARS is the Meteorological Archive Retrieval System from ECMWF. libmetkit and its functionality are currently provided by the older "ODB-API" package in Debian, but this is being withdrawn and the metkit library (used optionally by other tools, eg Metview, in Debian) is being packaged separately.
