I'd be happy to help with this package. My employer, the Wikimedia Foundation, depends on pmacct and is happy to support Debian and free software in general.
I'm not sure if I can immediately sign up as maintainer -- I'm an ex-DD, and while I've re-applied for project membership, for now I would need someone to sponsor my uploads. I'm interested in doing the work, though.
