OK, an updated version of the package can be found in: https://salsa.debian.org/antonio.valentino/resampy (debian/master branch). IMHO it is almost done (just missing VCS fields). Please let me know if you want me to contact the DPMT directly. I also help to maintain some package in debian-science, it could be an appropriate team for that kind of package.
