Upstream allows every project to use their own copy of SIP runtime. All projects from Riverbank Computing Ltd use a module named PyQt5.sip, and we will recommend packages of other projects to change them to use PyQt5.sip too. Technically, both sipbuild and the runtime module are maintained in a single upstream repository, but the build system is designed in a way that PyQt5.sip should be built from a separate tarball.
