HotswapAgent is needed when you want to use openjdk-11-jre-dcevm vor developing so you can hotswap code in a debug session. According to http://hotswapagent.org and https://github.com/TravaOpenJDK/trava- jdk-11-dcevm/ the java 11 dvecm version is supposed to include the hotswapagent. But as it seems it should be packed as a separate package, see: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=933676
