rclone is syncing software for file transfer (cloud storage, network backup, etc). It supports many different backends (cloud providers, http servers etc). rclone is not the dlna server. Its DLNA backend would be used to transfer the files used by the dlna media server, either making a backup of the files hosted on the media server, or providing availability for the files managed by the DLNA server.
