retitle 135745 RFP: libbtparse -- A C library to access BibTeX files

The prospective maintainer of this package has abandoned any work on it,
and I as the submitter of the original ITP have no time to do it myself.
I'm therefore changing this into an RFP.
The package is almost ready: I have GNUified the current upstream sources
and made it compile successfully under Debian. What's still missing is a
response from upstream to adopt my patches, and the Perl part of the
package (which should not be too much work). I would be happy to send
anyone who wants to work on this what I have right now.
