You can use dh_missing with a simple "debhelper (>= 10.3~)" in Build-Depends in any compat level. Though in compat level 11 (or earlier) you will have to explicitly ask dh_missing to do something (e.g. by using "dh_missing --list-missing"). Thanks, ~Niels
