I just uploaded the package to mentors (https://mentors.debian.net/package/pragha)
This is the second version, because the first had a lintian warning related the a duplicate changelog file. I fixed it by using the options "--keep" from dh_installchangelogs. In this second version, I also updated the Standard-Version field to 4.0.0, after checking that the package was not affected by any of the changes from 3.9.8. However, I was puzzled to see that mentor is giving a warning about 4.0.0 being too new. Should I downgrade?
