IMHO there are two different things:
* cleaning source tree from generated files before build to compensate for
lack of upstream "make clean"
and
* adding required file to build directory.
If you prefer to remove file from "rules" then instead of "debian/clean" file
you can use

override_dh_clean:
dh_clean table.go
~~~~
Sometimes I do that when I want to keep things in "rules" file.
