splitcpy is a CLI utility which uses multiple parallel ssh sessions to copy individual files over the network. It helps characterize and circumvent per-stream traffic restrictions on a network connection. splitcpy operates in a mode analogous to rsync. The package must be installed on both the source and destination nodes. The two instances negotiate with each other to copy the file. The Debian packaging is prepared, and can be seen at https://github.com/davesteele/splitcpy/tree/debian.
