Basic packaging is available in git: http://anonscm.debian.org/cgit/pkg-grass/netcdf-libcf.git The package is unlikely to be uploaded before netcdf 4.1.3 is superseded by version 4.3.3 though. libCF is not actively maintained upstream as clarified by Nico Schlömers comments in the NetCDF Strategy thread on debian-gis@: https://lists.debian.org/debian-gis/2015/01/msg00043.html Since better alternatives to libCF exist we won't include libCF in Debian anymore in the foreseeable future. If libCF development resumes we'll reconsider including it again when that time comes.
