That means that while they are not installed by default, you can still install them through apt and they will be updated automatically. In order to get LibreJS packaged this way, you should file an RFP (Request for Package) bug [5]. Here [6] you will find more details and instruction how to properly submit such a bug. I was going to explain it in more detail but I've noticed that such a bug was already submitted some time ago [7]. So, all you have to do is to wait for someone to package it.
