I'm Kea lead developer, but I speak on behalf of the whole team. I'm not sure if that is important or not, but Kea developers received several patches from RedHat team, after they looked at 0.9 beta1. The patches were promptly applied and are now released in 0.9. If there are any Debian specific changes, please do not hesitate to contact us.
The following information may be of use for a prospective packager: Kea requires log4cplus and boost, which are already part of the Debian. Kea needs one crypto library: either OpenSSL or Botan. The choice is determined at compilation time. Kea can optionally use MySQL and/or PostgreSQL servers. There's extensive documentation (over 70 pages in PDF format) for users: Kea Administrator Reference Manual. There's also Kea Developer's guide (which is closely related to the code and probably doesn't need packaging). I makes sense to package Kea ARM as isc-kea-doc. Although currently there are no specifics decided, ISC have vague plans to develop client in Kea project, but that is unlikely to happen in the next 2 years. Therefore it seems likely some time in the future there will be kea-dhcp-client4 and kea-dhcp-client6 packages as well.
