I notice the current libphonenumber package in Ubuntu is statically linking to libre2. Please try to avoid that if possible. And use Built-Using, if not possible. This seems relevant https://code.google.com/p/libphonenumber/source/browse/trunk/cpp/CMakeLists.txt#363 but as someone who doesn't really know CMake, it isn't immediately obvious to me why it isn't seeing the shared library.
