Why? If the maintainer has made some changes in the meantime while the package has been waiting in NEW and the FTP team hadn't yet the possibility to look at the package, why waste their time to review a package which is going to be redone anyway? > Let the ftp-master team accept the package first, and once that is > done we can upload a better version to unstable.
