I've been looking into the packaging of Pacwars2. There are a number of problems which need to be resolved before it can be entered into the Debian archive.
The most critical of these seem to be the licensing of the seer scripting library being too vague, and hence probably not dfsg compliant. I sent an email regarding this to the seer author on 07 July 2002. He then replied on the 23 July, stating that he will update the licensing soon and also that he will take a look at updating seer in general in November of this year. When I receive a reply from the seer author, I will take another look at Pacwars2 and try to resolve some of the other issues (There are a number of license related issues to look into; and there may be an issue with pacwars2 not working with the latest version of the paragui library, which is currently in sid).
