I recently checked and looks like llvm maintainers finally providing a symbolic link to libclang in standard library locations. Thanks to this change RPATH issue is gone for this package.
I updated package and uploaded into mentors, it's ready for review: http://mentors.debian.net/package/vim-youcompleteme I am using this package since I changed owner of this bug and its working great.
