because...o the packages provided by upstream do not meet the Debian policy in every respective o packages uploaded to Debian undergo a certain review process (packaging team, FTP masters)
The Debian MATE Packaging Team is currently doing this. Stefano (upstream MATE) is helping us (Adrian, Vangelis, Mike) with it.
The plan is to provide MATE inside the Debian archive before the end of the year (if the FTP master time will find enough time to review our uploads).
So please, be patient, this is current work in progress...
