Is it? The author seems to have a self-contradictory license: "Copy it. Use it. Don't sell it." "This software is distributed under the Gnu Public License. See the file "license" for details." I guess you could just consider the first line to not be part of the license, since it's "only" in the README and probably reflects the author's (mis)understanding of the GPL.
