Debian already has the ca-certificates package [1] that contains these certificates.
Why package them again? We should only have one package for these certificates, not many, in my opinion. IO::Socket::SSL's constructor accepts the SSL_ca_path named argument which you could set as /etc/ssl/certs rather than setting SSL_ca_file to Mozilla::CA::SSL_ca_file().
