With regards to the other modifications: the point is not that any modifications are desired at the moment, but that it is important in principle for software included in Debian that it *can* be modified if needed; this includes the data from the OS which has been incorporated into the software. This principle forms the basis of free/open source software. You can find out more about this in the links I provided earlier. What would be ideal from our perspective would be a modification of the licence terms of the OSTN02 data.
