and it's going to be in the upcoming ubuntu precise release: http://packages.ubuntu.com/precise/git-review I'm not aware of anyone uploading it to debian yet - but it shouldn't be hard to either install or re-build those. Alternately, you can install from source/pip. Alternately - you can actually do everything git-review does with pure git commands ... although I strongly recommend installing the tool.
