Hi The translations will automatically get released when it is complete enough to provide a good experience, and get packaged with the rest of the languages. looking at the upstream stats for northern sami: http://l10n.kde.org/stats/gui/trunk-kde4/essential/ and http://l10n.kde.org/stats/gui/trunk-kde4/team/se/ it looks like there is around 6800 strings missing to meet the essential set.
