Usually there is more to it than that, since upstream authors are not usually too worried about conforming to Debian policy, but rather working on fixing bugs and getting new versions of their software released. You could start by asking upstream to provide Debian source packages, and perhaps ask them if they are willing to maintain the package in Debian, or consider maintaining it yourself if they are not interested.
