Hi. Have you checked : http://packages.qa.debian.org/w/w3c-markup-validator.html ?
This is the main reference for Debian packages maintenance tasks, IMHO. It states : This package has been orphaned. This means that it does not have a real maintainer at the moment. Please consider adopting this package if you are interested in it. Please see bug number #573497 for more information. So, I think your first care should be for http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=573497 There's a procedure for declaring your intent to adoption of a package that has been orphaned (ITA). I suggest that you read the paragraph on the "O" status in the bottom of http://www.debian.org/devel/wnpp/ Hope this helps, Good luck.
