liblocale-ruby has been in Debian for a quite while, but it was removed from unstable/testing recentlyu at request of the maintainer / Debian Ruby Extras team. Please refer to http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=515708 and http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=564435 for (some of) the reasons.
