No, it just means that it's not under the GPL or another "copyleft" license. http://togl.cvs.sourceforge.net/viewvc/togl/Togl/LICENSE?revision=1.3&view=markup looks like a typical MIT- (or modern BSD-) style license to me; the portion you quoted is simply a reminder that it's legal to produce non-free derived works. -- Aaron M.
