For the one that finally takes this package I have a couple of patches nearly ready. a) Registering aspell-nl for use under emacsen. This will make aspell-nl be properly recognized and used under emacs. This will fix #314622, filed against emacs21. I did not reassign it yet, and prefer to wait until the mail does not go to the QA team. b) Use aspell-0.60 affix compression for aspell-nl. This is still incomplete, and also gives some warnings that need to be debugged by somebody speaking dutch. Seem harmless, and might be interesting for upstream, if active. I also suggest the new maintainer to take a look at http://dict-common.alioth.debian.org/ and subscribe to dict-common-dev mailing list there.
