Nope. You are not allowing modifications and distribution of modified versions, nor copying. Try:

Netbiff's copyright holders grant you the right to copy, redistribute, modify and distribute modified copies of Netbiff, without any restriction.
Netbiff comes with NO WARRANTY.


This should be enough.
