The debian-wb-team list is related to the buildd network, not testing migration. If you want to request that your packages be unblocked, you'd need to file a bug against release.debian.org (preferably by using "reportbug release.debian.org" and selecting the "unblock" option, so that it has the appropriate content and metadata).
