Please give back armci-mpi for PIE rebuild

Hi Wanna-Build Team

It seems that armci-mpi's build-time tests are flaky on 32-bit buildds. 
So far we have been unable to reproduce the issue, but will be tracking 
it in #816305.  Yesterday, Michael built the package successfully four 
times in a row on an i386 portebox.  The package also built successfully 
on Ubuntu's buildds on armhf, i386 and powerpc.

Please give back armci-mpi on the following architectures:

gb armci-mpi . armhf i386 mipsel hppa kfreebsd-i386 powerpc
