[Debian bug #551370]

mlton will be kept in BD-Uninstallable because of the self dependency
and arches where the bootstrapping still needs to be done.  The only
crazy thing about the bootstrapping is the need for 1GB of memory
whenever the compiler is built.  So it's not really a problem of
being architecture-specific.
