Hamburg do not agree with this statement. The exceptions for text and
data mining can be used for training of generative AI. Copyright holders
can opt-out in "an appropriate manner" (whatever that is), but not if
the text and data mining is used for non-commercial scientific research.
The usage of copyrighted material for AI training is perfectly legal in
Europe but the redistribution of said material by Debian would be illegal.
